- Statement on Joint Military Talks Regarding Syria

From August 5-7, 2019, U.S. and Turkish military delegations met at the Turkish Ministry of Defense to discuss plans to coordinate the establishment of a safe zone in northern Syria.

The delegations agreed on the following:

a) the rapid implementation of initial measures to address Turkey’s security concerns;

b) to stand-up a joint operations center in Turkey as soon as possible in order to coordinate and manage the establishment of the safe zone together;

c) that the safe zone shall become a peace corridor, and every effort shall be made so that displaced Syrians can return to their country.

Long on platitudes :  banal, trite, or stale remarks

Short on specifics: free from ambiguity 

As mentioned in this report:

Nicholas Danforth, a senior visiting fellow at the German Marshall Fund, told The National that the “details in the statement are vague, and deep disagreement [between US and Turkey] undoubtedly remains.” 

Aaron Stein, the director of the Middle East at the foreign policy research institute, tweeted that the statement is a product of the US and Turkey failure to compromise “over depth, control, rules of engagement implementation.”
